My research focuses on three core areas related to payment system design and the organization and quality of care delivery. First, I study how policy choices in the Medicare Advantage program influence insurer behaviors and whether these behaviors create meaningful value for beneficiaries through better coverage or care. My current work centers on plan benefit design, including newly allowed supplemental benefits, changes to cost-sharing policies, and utilization management tools. Second, I study alternative payment models and how to leverage model design to generate evidence that advances health equity. This includes work investigating the impact of voluntary participation and patient attribution methods on the generalizability of findings for underserved groups. Third, I assess how vertical consolidation of physicians and health systems affects care delivery and patient outcomes. My recent work has examined how consolidation in primary care affects where patients receive medical services and quality outcomes.
